Why it matters
Mundus uses this boundary so reports do not present gaps as certainty.
What it does not prove
Unmeasured does not automatically mean poor. It means the available scope does not support a reliable claim.
Practical example
Example: if robots.txt blocks a page, the report cannot assess its content. It records the blocker instead of inventing a content-quality judgment.
